Stop the relocating icons

On my non-tile desktop, the icon keep relocating,
Even a program called desktop-OK does not stop it.
The screen saver kicks in and upon awakening, they are all moved to the upper-left.
Microsoft, Please FIX THIS.

I have auto arrange turned off

It seems like MS thinks no one has a larger screen than 1020 x 640

I have convinced them to stay in place across two screens MOST of the time - no idea how I did it. Periodically - and I think it involves certain updates but since updates happen at random times I can't prove that - they all migrate to the #1 screen. I'd like to know if there is a permanent method to fix this. I'd settle for a method to make all my shortcut icons into tiles AND be able to have a couple start menus (work, interest, home, whatever).
