Stop code: critical service failed

I deleted the content that had bootable from software distribution.
The computer was on with a black screen.
USB: media creation tool 21H1
HP starts>preparing automatic repair startup repair>the password is incorrect in both account
Blue screen error ( also called a stop error)
How do I solve this problem?
Alternative: get HP cloud recovery tool app from MS store
