Start Menu Folders Do Not Open

Start menu opens but cannot open any of "drop-down" folders in start menu. e.g. when click on windows accessories, screen goes to black.

open Command Prompt (run as administrator)

try :
Dism /Online /Cleanup-Image /CheckHealth

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

in that order, see if that helps

Tried CheckHealth and got report "no corrupted files".
Have tried System Restore a few times- get error code 0X8007091

correction to my original post-screen goes to desktop after clicking on any start menu item

Tried sfc/scannow ( no corrupt files ), tried reinstall all windows apps. ( problem still there ). Finally tried uninstalling latest Windows Update ( security update KB4013429 ) and ....start menu folders now open !
Re-installed same update and start menu folders still open properly. SOLVED!
