Setting Tabs on Word

I am having trouble changing the Tab markers on my existing documents. I delete old Tabs & insert the new ones, but it only shows for the line of the document where I set them. If I bring the cursor down to where I want to type, the Tabs disappear. I've tried highlighting the whole document before I change Tabs but the ruler gets clouded over so I can't access them. If anyone can help I would be grateful.
