Screen and Taskbar Freezes on Startup

Whenever I turn on my laptop, the screen sometimes freezes, and other times the taskbar becomes unresponsive, preventing me from clicking anything. The only way I've found to fix it is by pressing Ctrl + Alt + Delete, which shows my CPU at 100%, and then the laptop works fine. All drivers and Windows are up to date. If anyone knows a solution to this issue, I would appreciate it.
