I spent the better part of a week trying to recover from a SMART failed HDD and replacement with a new HDD. First effort was to make a new copy of the Win10.iso file assuming a corrupted file somewhere. That didn't help. I got close a couple of times, but gave up waiting over an hour for the installation to complete, only to be told it failed to install. I went out and bought a copy of Windows 10 Pro from MicroCenter and got it running in less than an hour. What I noticed was that the Microsoft copy partitioned the System Reserve with about 500Mb instead of the 100Mb that was set up by the Win10.iso installation. I think this was the solution to my issue because nothing else seemed to be different from the Win10.iso and the Win10Pro CD.
