July 3, 2019 9:02 am today we are releasing Windows 10 Insider Preview Build 18932 (20H1) to Windows Insiders in the Fast ring.

Got to restart but it refused to restart

Yep.... I had to choose "update and restart" which was one of the options on the power menu.

I had forgotten that I did that a few weeks ago and used it now successfully

Many have also had to restore an older image, then attempt to reinstall. some have had to use RESET this PC .
Settings -> Recovery --> 3 different methods can be found - read carefully.

Tried to download the ISO but get rejected.

As it turns out, my IP address is being blocked by the MS server. I got in contact with the "helpdesk" but they were no help at all. At least they admitted blocking my IP but were not able to do anything to solve the problem. Not sure why my IP is blocked.
Nevertheless I am downloading the ISO using the free VPN in Opera browser. Just have to cancel download after it started and turn VPN off, then restart download. It then will download with normal speed again...
