Personalisation not retained after logging off / rebooting

I can change my desktop background to my own picture and I set it to "Fill" so that it fills the entire screen. However, when I log off or reboot and then log on again, although the picture is retained as my background the "Fill" setting isn't. It reverts to "Tile".
