PC stuck on blinking cursor after trying to reinstall Windows

I was trying to reinstall Windows after getting a BSOD (Blue Screen of Death) on my PC and was using a USB drive for it. But when I booted up, a blinking cursor showed up in the top left corner of the screen. After a while, the Windows logo would pop up.

Then, I’d get an error message saying, "Your PC couldn't start properly. We will restart it for you." It just keeps repeating the same cycle—blinking cursor, then Windows logo. If anyone knows how to fix this, I’d really appreciate some help!

For more context, I first tried booting in UEFI mode and Legacy mode using a USB drive with a GPT partition. Then I tried both UEFI and Legacy modes with an MBR-partitioned USB. Still, the same thing happens as I described earlier.

I also can't access the repair mode, so if anyone has any advice, please let me know.
