Partial Install

After numerous attempts I was able to complete the setup and install.
The start menu does not display correctly (minimal power/settings/all apps in text).
Belarc diagnostic still reads system os as win8.1
What It looks like is a cross breed "win8.1/win10"
Is this just a matter of reinstall?

Open a "run" box, if able, and type Winver. This will tell you if you are running Windows 10, and which build version.

It reads as win10. 1511 build 1058671 Is there a fix for the start menu/button display?

That is the latest.

The start menu - Can you show a screenshot? Looks like it could be a graphics driver problem. Quite a few models only load the generic drivers, on installation, but, in the first batch of updates (almost immediately), the graphics are updated. You could have a look in settings - updates and see if anything is pending. It often needs a restart.
