"Operation did not shut down cleanly" message

hi.we had power loss at our house for about 30 mins.when came to turn computer back on all it said on screen was "operation did not shut down cleanly".i have tried a hard shutdown but every time I go to boot my computer it is the same message on the screen.

Normally when you get thst message, you only need to leave it running for a while and the “operation” completes
