Can anyone tell me what this update is all about/for?

I successfully updated all three of my computers to 20H2 on 21/10/2020 and they're all running fine.

The MS page at https://support.microsoft.com/en-us/help/4580364/windows-10-update-kb4580364 isn't all that clear.

It's been installed on two of my computers so far without any problems, along with this update:

According to Bleeping Computers it's a bug fix. It supposedly fixes an issue with some PC's freezing.

 

[Trouble]

They authored basically the same fix today for the Beta and Release Preview Rings of the insider program.
Brandon LeBlanc explains it this way

Hello Windows Insiders, today we’re releasing 20H2 Build 19042.610 (KB4580364) to the Beta and Release Preview Channels for those Insiders who are on 20H2 (Windows 10 October 2020 Update). This update includes all of the fixes included as part of 20H2 Build 19042.608 plus this additional fix:

• We fixed an issue that causes the Docker pull operation to fail. This issue occurs because of a Code Integrity (CI) Policy that blocks the import of a Windows container image.
