SOLVED not happy... system_thread_exception_not_handled

I upgraded from windows 8.1 to windows 10 yesterday. Today the machine has a critical error.

It keeps turning on and off saying 'your pc ran into a problem and needs to restart. we'll restart for you. for more info search system_thread_exception_not_handled ' error.

It tries to start automatic repair then goes back to the error page, turns off, turns on then goes through the cycle again.

I really would like some help as the laptop has now been rendered useless

open RUN dialoge box type SystemPropertiesProtection.exe
go to advanced tab => startup and recovery settings

Not sure you've understood me. When I turn the laptop on it gives me this screen then turns off, then on, then off etc
I don't have the os loaded so cant go to a run command.

There is no operating system loading. Not sure how else to explain this...
