New Win10 PC will not remember external hard drive

External hard drive will stay active until the PC shuts down. I have to re-plug it back in at every start up.
Is this a re-format issue? I don't want to lose data on the hard drive.

Sounds more like a power first issue. Where do you have the external drive connected....ie front panel USB ports or rear panel I/O mobo USB ports?

When you re-plug cable is the drive seen and labeled? Can you access the data on it?
