I'm not sure where that tmp folder came from, but it doesn't look harmful. It could be that a poorly coded app created this folder for some purpose and didn't delete it, or someone using the PC needed to create a temporarily folder for something.
It's very common to see C:\Temp or C:\tmp on a PC for temporary file storage, and it'll be safe to delete.
As for the TurboC3 folder, that's part of an old app called Borland Turbo C. Perhaps someone tried to use this app at some point and didn't remove the container folder.
