need to get rid of: q.js from p.adrta.com that keeps popping up

I NOTICED THIS SITUATION HAS BEEN BROUGHT UP BEFORE BY OTHERS WITH 'IE' ON WINDOWS10 BUT NEVER FOUND A FOLLOW UP ANSWER OF HOW TO GET RID OF
q.js from p.adrta.com.would appreciate any help/feedback to put a stop to this.
