My PC is stuck in loop after reset

Hello, I had a trojan file and I decided to reset everything and remove my files Without reinstalling Windows. Now I keep seeing this Hello there page where I can customize my PC and when I click Next it takes me to a page that says why did my PC restart.
After I click next I get redirected to the same page and I am stuck in this loop. I don’t know my administrator password for Windows so I can’t use any recovery tools. Can you please help me?

How are you logged in to Windows? Do you have a misrosoft account? If so, the first thing to do is to recover your password through the microsoft process.
