my pc dont start up at the first time

I am using Aspire One Cloudbook 11 with windows 10. a week ago i tried to do factory reset of my pc. Then it stuck at 62% & then my windows just gone. Nothing works. Then i setup windows 10 from beginning. & after that this problem starts.
my main problem is my pc dont start up at the first time whenever i want to on it. Firstly, it shows the windows logo & do nothing & after waiting a while it not starts . Then i press the power button to turn it off & again press the power button to on. & it always works in second time. Whenever i want to on my pc i have to do this things every time, its very annoying .

What is the problem? How can i fix it. If anyone understand my problem, please help me solving this.
