Mouse hover activates window file explorer how ?

Hi,
Win10 64bit Pro

It used to be with Win7 and XP and 2K that if have two instances file explorer open left half and right half screen, mouse hover would make windows realise that the panel hovered over was needed to be active, so hover then scroll scrolled,

also if have excel left half and another excel right half, the excel over which the mouse was moved became active.
or word at left and excel at right, hover left and can type, hover right and can scroll.
enough examples.
but now win10 64bit pro and I have to click something in the window to say hey win10 I am back to this panel then it accepts my inputs.

How can I get win back to what used to be so.
as it goes without saying that if I am over a panel I want to be working in that panel.

someone at Msoft has broken it.
