How to restore toolbars across bottom of screen?

Can you be a bit more descriptive as to what you're experiencing, perhaps a screen shot might help.
Which screen(s)?
Typically "toolbars" are located along the top of a window.
IF you are talking about the "taskbar" it may be hidden or it may have been moved to another edge on your screen. IF it is unlocked you should be able to click and hold a blank area of the taskbar and simply drag it to the bottom of the screen, if that is your preference.

Right click on the task bar Click properties. I think you will find what you need.
