Missing context menu for folders of different owner

Some of the folders on my PC have me as the owner and some have owner as 'Administrators' . The later seem to get created by apps (e.g. Visual Studio running in with elevated permissions).

When I right-click within the right-hand pane in Windows Explorer, I get options to create new text files etc. But i only get this for folders where I am the owner, for owner=Administrators, its missing (I just get the option to create new folders). How can I fix this please?

(Accoring to windows 10, my account is of type 'Local' and 'Administrator').
