Microsoft photos not adding new folders of photos

I’m having trouble with both the newest and legacy versions of Microsoft photos. It seems they’ve stopped adding new photo folders to the library. Usually, I can add a folder, and it shows up in recently added, with facial recognition sorting people into their respective folders.

Currently, when I add a folder, nothing happens at all.

Is anyone else experiencing this issue?
