Microsoft Defender Deleted Content of Downloaded File

We managed to download a file after creating a Virus Exclusion Policy in Microsoft Defender to bypass the scan, but the file’s content was deleted.
How can we download excluded files without Defender deleting their content?

What type of file, extension? What is the size of the file, could it be empty before you get it? Have never seen Windows Defender/Microsoft Security able to edit a file. Common downloads of files will be .zip, .7z or .rar signifying a compressed file that may contain other files.
