Icons On Taskbar Flashing And Installed Updates Page Blinking

my icons on the taskbar are blinking as well as my installed updates page in control panel. Have tried deleting the cache files, and the thumbnail cache files to no avail. Have also tried editing the registry thats found via google search. Can someone please help??

what version of W10 are you running and have you done an upgrade (not an update) recently?:
