Hi! Just yesterday I had noticed in my Control Panel under ‘Appearance and Personalizalization’ I now cannot make many changes unlike before such as, themes, screen savers, etc. Did Microsoft (via updates) recently make any changes for this to occur? I can’t say when the last time I made any changes in ‘Appearance and Personalizing,’ but it definitely was after I upgraded to Window 10. I cannot imagine nor understand what had occurred?

Any advice/suggestion would be greatly appreciated! Thanks in advance!

Yes.... Microsoft is regularly making changes and deprecating some of the applets formerly found in the old Control Panel and moving them under various locations within "Settings"

Themes are now located under Start -> Settings -> Personalization -> Themes
Screen saver is now located under Start -> Settings -> Personalization -> Lock screen -> near the bottom the link that says "Screen saver settings".
