HP Laptop will not turn on

My companion owns an HP Laptop. The past day or two when she presses the 'turn on' button the display background comes on and the cursor is activated BUT none of the display icons come on and the task bar does not appear, so she cannot log in, nor press the Windows key nor activate any applications. I have tried to contact HP with my DELL PC but am having no results.

Some data regarding her HP Laptop:
Model: 14-ba543TU
OS: Windows 10
HD: 500GB
RAM: 4 MB DDR3 SDRAM

Any suggestions on what to do?

Start the computer and when the Windows logo appears, press and hold the power button until the computer shuts down. Do this twice and the third time, the computer should boot into the Recovery environment.

Old time issue but many times this works. unplug the laptop, remove the battery, press and hold power on buttion down for 2 min. (yes 120 sec). then insert the power cord (not the battery) press power button like normal.
