A Recovery drive is meant to be used to repair or reinstall the OS. You boot to the drive and use the repair option you need and comes in very handy if for some reason you cannot boot into the recovery options on your system.
When you created the drive there was a check box to include System Files. If you had the box checked then the recovery drive contains an image of the current Win 10 install and can be used to reinstall. It does not contain your personal data or utilities so it is not like a System Image.
