How to fix Toshiba Satellite C665 RAM Error

I bought a new DDR3 RAM (1600 MHz), but I want to underclock it to 1066 MHz to avoid a BSOD boot loop. I can't access safe mode or anything else. There's nothing in the InsydeH20 (Ver 3.5) BIOS to adjust this. Is there any way I can fix this?
