How do I stop my Dell Desk top monitor hibernating

I am running windows 10 and have set the monitor No sleep, but when i leave it for 15 minutes screen is blank and on/off control blinking, when I press it screen comes back, please all help welcome.

open and change power setting MS defaults to 15 min.. it is not your monitor....
settings --> system--> power & sleep
