How can I re-sync onedrive to PC

I'm getting warnings my one drive is almost full-(200mb left) but on PC only shows 1.7G used of 5G. When I log into (onedrive.live.com) Also shows 1.7G used. I found photos, documents, and files but they don't show up on win-10 PC.

So I also deleted photos that were on onedrive from 10 years ago that didn't show on PC, but all photos in that folder were deleted even ones I didn't select?

Many other photos were sync'ed on PC, onedrive, and IOS onedrive app.
and I also emptied onedrive recycle folder of unwanted photos?

Not sure what's going on and how to re sync everything?
