if you open Services > right click "Windows search" > Properties > Startup type, you can select what you want from there (manual is a good choice). If that is is indeed what you mean?. If you don't use Cortana, disable it!.
Disabling 'Windows Search' does not prevent SearchApp.exe from running. It's not a part of the same component of Windows. SearchApp.exe is a part of Cortana.
