Unfortunately some adjustments to Windows settings require rebooting so as to reload the Registry into memory and changing the Virtual Memory is one of those, especially when making the size of it larger and/or when making the maximum and minimum the same number. The main advantage of the both numbers being the same on an HDD/Hard Disk Drive is it makes the location on the drive one contiguous chunk, not spread out in various sectors, speeds up data access.
A question is Why the computer can't be rebooted. Is it never shut down?
