SOLVED High Data Usage

My data plan renewed 4 days ago. As I write I've used 30GB of data in just 4 days That is 28 GB down 2 GB Up. It has to be MS updates. When I check, recent updates, nothing shows in the current Update History listing. In fact the last update was 3017-07 Cumulative update for 1607 x64 KB4025339.BTW my update settings are delayed by 30 days. Any help with a humongus problem would be greatly appreciated. It appear that downloads are failing and continuously attempting to download, download many times over. Also worth mentioning is that I noticed after the last updates, the delay updates setting is greyed out and not an option any longer.
Running Windows 10 Pro. 1607(OS Build 14393.1480)

My Windows 10 machine is unplugged and will stay that way for the next 26 days. Back to the Laptop Windows 7; WHAT A PLEASURE.

Hi Norton,
do you have Update Delivery set to auto? (Settings > Windows Updates > Advanced settings > Choose how updates are delivered), if you do; turn it off, it may be the reason you have a high usage as you are also pushing updates along to other users?:

Wolfie Thanks! Yes! choose how updates are delivered was turned off, always has been.
The strange part is the area in settings to select delay updates was greyed out after the last cumulative update July 20-17 what I did do last night was 1. Reset the local (gpedit.msc) group policy editor.
2. Stopped Windows update service using elevated command prompt "sc config wuausery start=disabled.
3.Using Windows services manually stopped the Windows Update Service.
4 Deleted the current files in C:\ Windows\SoftwareDistribution.
5. Windows Services right clicked on Windows Update Service and restarted the service to recreate the files. Now I have the option back to download updates or select delay. The greyed out (Delay Updates) is not greyed out and is functional again.

I'll continue using my Win 7 PC until my data is renewed in 25 days. I used 23 GB on download data in just 4 days.
When I checked the Windows update logs for yesterday, MS update downloaded over 14 GB by continuously downloading failed updates for 20hrs continuously. That's unacceptable.
