High Cpu Usage During Games, (Hard Fix)

So heres the gist, Im getting high cpu usage during games. I know that my cpu NEVER used to run this high. I have tried all the quick fixes.
-Not overheating
-Checked Heat sink
-Checked Heat sink again
-No Programs taking up usage.
-Have all the right Drivers and updates.
-I reinstalled Windows Twice
-Disabled Some services (Then enabled them)

I5-4690k Devils canyon
Asus z97x mark 1 TUF edition
Geforce GTX 980 OC 3.0 Pci x8
1 M.2 SSD samsung 950 512gb in 3.0 Pci x4
1 M.2 SSD samsung 950 256gb in 3.0 Pci x4
1 HDD Western Digital 1Tb
Evo Cpu cooler
1000W PSU


So in one of the photos it says %54.8 Cpu usage But normally it completely Flatlines to %100 usage the entire time i play.
Thats the only game that it flatlines to. Rocket league and league of legends dont reach 100 but they are much higher then normal. i also tested the cpu with a few programs and it passed, didnt get one fail on any of them. In the bios photos i had an overclock profile, and im showing you that i switched everything to default. That changed nothing. Anyways see what you can help me with. Thanks

Do you notice any slowdowns or problems during games?

The CPU reaching 100% during high end games isn't unusual - it means you're using all the CPU that you're paying for. If it's reaching 100% for no reason, then that's something to worry about.

Yes i thought you might say that, But i ran BF1 on this CPU before and it never got close to 100% at most 40-60
And thats with chrome open and League of legends client. Im not a nooby, i know somethings up with it
Im starting to think that im using too many PCI lanes. i have two M.2s at 4X And GPU at 8x that 16 lanes. I believe thats the most this cpu gives. could i be maxing out the lanes?

Try control panel / security and maintenance / maintenance / auto maintenance and see if that helps

Please stop resurrecting posts that are years old with that same canned response. Thank you.
There are problems with not checking the date of the last reply, most times either the computer has been fixed, it has been junked or replaced, or the original poster is no longer following their work. I, for one, would not have a machine around very long that couldn't be used. I have 2 policies when working with clients' problems, if I don't want to use it the client won't either and if I hit something I can't fix I don't charge them. But I do accept tips.
