Help! Weird Black accents in certain programs

Just starting recently, certain things in windows 10 have unusual accents and colour changes, such as task manager, file explorer and weirdly Excel.
Restarting doesn't help, changing colour settings and dark themes in programs doesn't help
Attached is a photo that shows what I mean, with some personal files blanked out. Weirdly, the file explorer on the left hand side hasn't been blanked out, it just doesn't show the names unless the cursor is on it
Any help would be great thanks

It's a settings issue all right....go to settings, personalization, colors and then scroll down to "high contrast settings" and turn off.

That isn't the issue, I had already checked it and it was already turned off. Thanks for the suggestion though
