Hello

I just set my win10 pc to boot in Safe Mode, but now it wants my "Password" which I have forgotten. I have been logging in using a simple "PIN" recently, and I now locked out of my PC!

How can I force my PC to boot normally? I. E. ... So that I can get back in?!

OR how can I get Windows to ask me for my simple PIN instead of asking me for my password?

It seems that in Safe Mode this does not happen. And I can't get out of safe mode and back to Normal mode without a password.

I have changed my online Microsoft account password but that has not helped.

Are you actually getting the computer to run in Safe Mode or only being stuck at the login screen? The two things are different. Are you posting from the same computer?

You might be able to rescue your computer by enabling the normally hidden / disabled Administrator account and use that to possibly fix the password problem on your local user account or in your case reset the changes you made that has trapped you into a Safe Mode boot..
You'll need to boot from the installation media. If you do not have the installation media on hand you can download the ISO from here
https://www.microsoft.com/en-us/software-download/windows10
Once you have the ISO, you can use ImgBurn to burn it to a DVD, http://imgburn.com/
or Rufus to burn it to a USB ThumbDrive, http://rufus.akeo.ie/
either of which you can use to boot your computer.

THEN...
Follow the steps outlined here

Follow it step by step including the steps to revert the changes after you are back up and running.
