Have to open the Task Manager to change tabs on Edge

This is getting annoying. On Edge and I think other browsers when I want to click on another open tab I have to open the Task Manager just to be able to change tabs. It doesn't happen all the time. I don't have to end any tasks.
What is causing this behavior? How can I fix it?
