For the past week, my PC has become very slow

Websites and images load slowly, games take longer to load, and framerates have dropped significantly. Task Manager shows normal CPU, GPU, and RAM usage, and temperatures are normal. I haven't downloaded anything or made changes recently.

Specs:
GPU: Zotac Geforce GTX 1080 ti
CPU: i7-7700k
RAM: 16GB
Methods I've tried that didn't help:
- System restore
- Updating drivers
- Checking for Windows updates
- CMD and antivirus scans (nothing found)
- Clean boot
- Memory diagnostic tool
- checking background processes
