Folders will not drag and drop in Widows 10.

Due to a corrupted update I did a System reset. Once the computer was reloaded when I try to drag and drop folders ( sometimes subfolders of pictures alone and sometimes subfolders of pictures with text document ) the action fails and gives me the message " The action can't be completed because the folder or a file is open in another program". I can find no obvious open pictures or text from the folder. The same notice can happen when I try to change the name of a folder. Seems very random. Is there a problem with a Windows 10 setting ?

Would you by chance have a USB Thumb or HD backup connected? If so try ejecting. Or open task manager and stop any suspect program that's open.
