File Explorer Scroll Snaps

When I try to move files from one folder to another the left scroll bar snaps to either the top or the bottom almost every time I move a file. This is making trying to organize my files extremely frustrating. This issue was addressed on another online forum so I know it's not just me that this is happening to. In that forum it was suggested to turn off the screensaver slideshow & that worked for some people; however, all I'm using is a plain black screen. Please help.

I just joined here because I saw the issue. I'm having the exact same issue. I turned off the screensaver, and it's always happening. Whenever I move a file the scroll bar on the left will jump either to the top or bottom. Sometimes I even found that the file didn't move to the correct folder cause it jumped when I released the mouse button and it moved to the folder that the mouse was hovering over at the time. This is really annoying, I have a lot of files to move around and it's quite a pain readjusting the scroll bar to where I want it.
