Failure To Connect To Group Policy Client

I have the above problem and although I have followed a good tutorial I cannot seem to open system restore ore anything on that page. any help would be appreciated. Not good with abbreviates.

I have followed a good tutorial

Did the tutorial you followed advise you to run the native System File Checker?
If not give it a try
Right click the Start Button and choose Command Prompt (Admin) and in the command prompt windows type
sfc /scannow
hit enter
let it finish and see if it finds any integrity violations.
