"Failed to connect to a windows serivce"

"Windows couldnt connect to the Group Policy Client service..."
My Laptop has been like this since yesterday, everything becomes slow and I am unable to open Google Chrome. How do you fix this?

I have tried several methods but i get errors like " the service did not respond to the start or control in a timely fashion"
