Factory Reset Failed

I have a Windows 10 dell laptop. I wanted to factory reset it so I did the delete everything one but it failed so I then selected the only delete my files/users ect one and it failed(stopped at 98%) . So I selected return to windows 10, but it sent me to some test hardware thing that took 2 mins. Then It would just have an infinite cycle of sending me back to that test thing... I tried f2 f12... nothing worked.... it's currently just the dell logo everytime I go on my laptop.... how do I get back into my laptop?

You may need the installation media.

Use the section labeled
"Using the tool to create installation media (USB flash drive, DVD, or ISO file) to install Windows 10 on a different PC"
Boot from that and see if you can use any of the Troubleshooting -> Advanced Options (maybe Startup Repair)
IF not you can use it to re-install Windows 10.

So if I download it on my phone and connect my phone to my laptop via USB.... will it work?
