Enable Bitlocker fails - File not found

I just recently acquired a refurbished HP ZBook with specs as below
I have tried to enable bitlocker but keeps reporting 'The system cannot find the file specified' The documented remedy to rename C:\Windows\System32\Recovery\ReAgent. xml to Old does not help

Please help

I put bitlocker in the Search box on the Taskbar and got this:

By clicking 'Turn on Bitlocker' is where the problem starts. That is when it reports 'file not found'
