Each time I click on start menu a message comes up saying critical error

Each time I click on the tile for the start menu a message comes up saying critical error and will try to restart going through the same process over and over. I am able to get online using my security password program but cannot use any menu options and cannot get into setting to restore .

Hello Tony and welcome to the forum.
How long has this been going on?
Is it a recent development?
Try booting from the installation media....
Second page you see, there will be a link that says Repair your computer.
Click it.
Use the advanced troubleshooting options to perform a "System Restore".
Pick a restore point prior to the problem first occurring
