Download speeds suddenly decreased

I used to download pretty much everything at 9 mbps, but when i launched my pc these days my download speeds suddenly became terrible and went down to 300 kbps at best. I noticed that Steam, Torrents and Microsoft store are unaffected by this change, and download at high speed like normal. I have not seen anything similar occurring in my other devices, so I'm really not sure what to do.

I've tried the following commands:
netsh int tcp set heuristics disabled
Netsh int tcp set global autotuninglevel=disabled
Netsh int tcp set global rss=enabled
Netsh winsock reset
Netsh int ip reset Ipconfig /release
Ipconfig /renew
Ipconfig /flushdns

and made no difference
