SOLVED Does anyone have experience with Latency Mon?

Looking fore someone who knows how to use this program and to address (FIX) the issues it has found on my PC which I use for Audio over Ethernet.

The Latency is being measured with NO programs running, no peripherals being use, or any audio being played.

I changed the power scheme for best power and disabled the Realtek audio driver a poof ! Awesome latency once again.
