DISM RestoreHealth stuck at 62.3%

I have an issue with DISM RestoreHealth,it gets stuck at 62.3%. Despite reinstalling the OS recently and running sfc /scannow to check system files (which found no issues), the problem persists. Also, my laptop is experiencing lag, frequent crashes,and sound distortion.
