I had a similar problem - still not resolved. However, I installed Classic Shell ( http://classicshell.net/ ) which works well and provides most functions - but not access to the app store (which I don't use anyway).
To access most MS Windows start options, press Windows Key + x - though the Classic Shell provides access to the same features and more.
It appears that the problem is resolved by starting windows with an alternative User Account - but that involves also resetting or transferring all the settings of your current user account to the new account. Best of luck!
