SOLVED Desktop.ini on Desktop

I just upgraded a Win 8.1 2-in-one laptop and now I have 3 greyed out icons on my desktop that I have now clue what they are for:

There are also many duplicate shortcut folders that I have no access to that appeared after the upgrade. Anyone have any idea what these desktop icons are for, are they necessary, and can I just delete them?

You could delete those files, however they'd just return. What would be worth trying first is the following:
  • Open up Windows Explorer (Windows Key + E)
  • Go go view > options
  • Click the view tab
  • Make sure "Hide protected operating system files" is ticked
  • Click ok
Hopefully that will solve it!

I can't find the "View" button
